Writing in an article in Bauhinia Magazine, Lee described 2023 as a year of full recovery from the pandemic and a rapid catch-up.
He said despite the complex external environment, Hong Kong had shown positive and encouraging momentum in many areas.
Looking ahead to the upcoming year, Lee said the government would continue to strengthen patriotic education and that it was ready to complete Article 23 national security legislation, under the Basic Law.
He also said the government would review the performance of the Civil Service and address livelihood concerns, with emphasis on education, youth development, housing, and elderly care.
He added that he hoped Hong Kong would continue to integrate into national development, striving to build the Greater Bay Area into one of the most dynamic and competitive regions in the country and the world.
“Hong Kong has ushered in a great development opportunity for governance and prosperity, and has also boarded the fast train of the country’s new round of development. We must seize the opportunity, turn crisis into opportunity, and create business opportunities… I am full of confidence in the future of Hong Kong,” he said.
